This is related, I think, to what we discussed not too long ago on missing and invalid points, i.e., the patch I created illustrating the various behaviors with a new "demo".  If I recall correctly, I fixed up a couple things (but this particular goto issue doesn't ring a bell) and then reached the point where it seemed we would have to make some decisions as to how missing/invalid should behave.  I advocated a default behavior with the ability to redefine behavior.
