Could be both.

In case of doubt, it could be that we have to pick between the last 
version of gnuplot where code and docs still agreed to some sensible 
level, on one hand, and plain common sense on the other.

I would be surprised if it were.  The code's internal consistency has 
degraded substantially over time.
