Given the recent discussions on the list about what needs to be done for 
a 4.2 release, it seems that some are already thinking about it.

In any case, why not make tarballs available for the same reason Windows 
and OS/2 testing binaries are made available: for users who are unable 
to either check out or compile the source themselves.
