You downloaded the wrong binary package.  The first one we ever uploaded 
for 4.0 had this bug.  We replaced it by a fixed version within a day, 
but some of the download sites never picked up the update.  Download 
from the SourceForge.net "Files" page for gnuplot, and it'll work.
