Sounds very good.  I hope a consensus about implementation will be
reached.  This would be an important new feature, especially because
many users already except to be able to (re)size their plotting
area.  ;-)

IMO (a user opinion), the global change would be good.  Because a) the
old system is not very consistent between different terminals and b) it
is easier to remember just one keyword for sizes that would work for all
terminals.
