For the grid, try "set grid", and to get only the x-y axis, try "set border 3" (using the correct xrange and yrange). Of course, grid also has options like linetype and linewidth.
The arrows on the axis are a little trickier, in fact, I don't know an elegant way to do it. One possibility is to simply use the arrow command, like:
set arrow from 0,0 to xmax,0 lw 2
set arrow from 0,0 to 0,ymax lw 2
However, this requires that you set the limits manually.
