I have posted a mail about the big download,

spread it on 2 floppydisks using a zip or split program
(don't know enough of PKZIP on how to use splitted archives),
then unpack it on the computer you mentioned.

config.sys and autoexec.bat are mentioned in
http://fdos.org/ripcord/beta9rc5/readme.txt

(here I suppose FreeDOS is installed at C:\FREEDOS)
installing kernel:
C:
CD FREEDOS
CD BIN
COPY KERNEL32.SYS C:\KERNEL.SYS
SYS C: C: BOOTONLY

installing FreeCOM:
C:
CD FREEDOS
CD NLS
FIXSTRS ENGLISH.LNG
COPY /B COMMAND.CLN + STRINGS.DAT C:\COMMAND.COM
