This is not possible. If someone really wanted to do
so, then all those who have contributed code (with
copyrights) to the kernel and related programs would
have to be contacted and convinced of such a change.
That will never happen, and many would probably
be annoyed for being asked or simply not able to
be contacted. Embedded developers can still use
a GPL'd FreeDOS, they just have to ensure source
is available including changes for the GPL'd components and
care is taken regarding the other
details of the GPL.
