Oops: Milestone should be freedos13 (using 1.3RC4)... seems I cannot change that.
I updated the milestone for you.
I did some testing and DOSSHELL simply looks for a file COPYING.TXT in the directory where the EXE is located.
The DOSSHELL.EXE program is in C:\FDOS\BIN so even if you run DOSSHELL from C:\ the program will try to load COPYING.TXT from C:\FDOS\BIN
The DOSSHELL program actually displays a file when you try to "Browse GNU GPL" in the Help menu
This is a similar issue: [#294] Doszip Commander help sub-entries not opening
doszip is fixed in FD 1.4. So this report could be closed. dosshell is also fixed in FD 1.4 and can be closed too.
