In my current game, I get de las Casas in Autumn 1629, and all converts become free colonists. In Spring 1630, Autumn 1630, and Sprint 1631, I get additional converts each turn. Each of these converts is a convert, not a free colonist (I had forgotten what col1 would do, I assumed this was intentional, and matches the 'existing' description of de las Casas in the Colopedia). In Autumn 1631, I get de Sepulveda, and all converts received during Autumn 1631, and the previous 3 turns, all become dark skinned free colonists.
I have done no testing, to find if any new founding father, or only religious founding fathers, or only de Sepulveda will recreate the impact of de las Casas, or if there is similar impact in other founding fathers (like Pocahontas' effect when Paine joins, or Fugger's effect when de Witt joins, or Jones' when Revere joins).
If this is intentional, I request documentation update. If this is unintentional, I thought it should be reported.
hmmm... is there also a bug in ticket creation? It is surely a PEBKAC error if so, but I don't recall ever seeing a prompt or text box for ticket name. I certainly didn't name the ticket with anything to do with 'City of Gold'

Next to the ticket title there should be an edit button . If it's not there specify the title you want to have this and someone with admin access can change it for you.
De casas is supposed to be a one-time effect by default , but there is a mod "convert upgrade" that makes it permanent . are you using that mod ?
I agree. That would be a great place for an edit button, and there should be one there. Maybe it is, and I don't see it? I added a screenshot.
I suppose a reasonable 'title' could be "de la Casas timing".
I have never installed any mods for this game, on this machine or any other. I didn't bother reading the log to see if it would specify if mods are loaded or not, but I have never downloaded that mod or any other.
de la Salle just joined the congress, and the same thing happened. Doesn't seem to be limited to only Religious founding fathers. The turn report on the attached saves shows where converts just arrived, and ending turn will show that they all become free colonists, as do the new arrivals.
Bolivar converts them all too, an autosave for that can be found in ticket 3397
