#3392 REF strategy is not consistent

hello,

I noted that the REF select one of our less protected town to attack. Most of the time, they capture it, and then continue to another one.
The movements of the REF army are quite chaotic. Lots of their units are going one way and then back.
It's sad as this make the REF quite easy to beat.
