#3221 Mixup buy/sell in Europe when unit is equiped with tools

There is a mixup of buy/sell when a unit is equiped with tools in Europe.

See attached before and after screen-shot.

To equip with tools is a purchase of tools.
The total amount of gold is decreased correct, However, the purchase is recorded as a sell.

To recreate:
In Europe:
- purchase or train unit
- left click unit
- select "Equip with tools"

I've confirmed the bug. The price seems to be wrong too.
