#3205 Custom Difficulty only has "Immigration" and "Natives"

I have a bug where if I want edit difficulty in Custom difficulty, it has no Monarch, Government, Other and AI-Cheating. If I play Custom difficulty that only has Immigration and Natives, the game itself is start to freeze and even I can't close it like normally.

I can not reproduce this with either current trunk, latest nightly build or stable release. If the game is hanging, that usually means it has crashed. To understand a crash we need the log file (FreeCol.log). A crash this early is most likely due to an installation error, so you might consider removing FreeCol from your machine and reinstalling it.

I have also seen this occur - it was after a few other games and I was messing with the custom settings. I think there was a save error with the custom file and the game crashed. The error occurred as described above when I checked custom, but the game would crash on progression from that screen. I ended up uninstalling and reinstalling to fix.
