#3166 Game freeze when trying start new and closing a running server on game options page

Git version: ebb152c, Windows 10 64-bit, java 1.8.0_144
When you try to back out from the country selection screen and don’t close the server then try to start a new game on the game options page the game will freeze.
Steps to recreate:
Start game
“Free col” Select new
”Set up new game”(default options) ok
“Character selection” cancel
“A game is already running” cancel
“Set up new game” ok
“A server is already running on the specified port” Stop Server
Game will freeze and no longer be usable.

I can not reproduce this in trunk, looks like this was fixed since 0.11.6-release.
