#3116 Should colonits be commisionable to "messionary" in colony?

Subject. I remember I could comission an Indentured Servant to "missionary" while in colony. With the latest commit 210a8e9a415f25430ae4f665da316a1f26b841b9, I cant. How is that supposed to work, should I be able to do that or shoudln't I?

commissioning missionaries works as intended for me with that version.

Does the colony you tried it in have a church or cathedral ?
(commissioning missionaries can't be done if the colony only has a chapel)

Didn't know about the chapel. Please close the issue then, it's just my lack of rules knowledge.
