Steps to reproduce:
- have a ship in a colony
- have a wagon with partial movement (say, 1/2) in the same colony
- move the resources from the wagon to the ship, directly, without using warehouse.
Expected: wagon losing remaining movement. But it's not the case.
The same trick also works between ships and ships, between wagons and wagons etc. You can even trade two carriers(ship/wagon) which only have partial MP left if you have a buffer carrier in the same colony. The last trick is just a combination/repetition of the main described above.
Cheaty players would see the bug as an opportunity though.:D Just kidding, needs to be fixed if this is indeed unintended.

UPD: it only works for UNloading cargo. Loading cargo removes remaining movement in any approach.
Were you doing this at the start of the turn when the unit has its full amount of moves? If so, there is a special case that allows this.

So, it's about units that already moved during a turn, but can still unload and continue movement -- all within the same turn.
