This seems like it might be related. I'm playing the latest snapshot. If you move all colonists out of Port Royal (27,72 - left side of screen about half way up), you'll get a message about not being able to build a wagon train if you reduce the population by 1 -- right after being asked if you're sure you want to abandon the colony.

This does not occur in 0.11.6, but I have seen it with a couple, including the latest, snapshots.
Fixed in git.9a812b2. One character fix! Setting to Pending until next release.

Good catch. The logic there was annoyingly unclear. Another fix went in with git.ed47e32.
