#2906 Can't make second towns

playing as the dutch I can not make a 2nd city, the build dialog asks for a name and warns for being on indian territory, which I ignore, then the screen flashes and the town is not built.
I tried this in two seperate games now, with the same result.

Actually you can. I just did. However you can not build colonies on native land at all. So, bug confirmed, but not quite what you report.

Fixed in git.aab8bd1. This is a fairly serious loss of functionality, so we will consider a new release fairly soon as a result. Setting to Pending until then.
