    Don't quote identifieres in dialect 1 database
    
    These changes fixed the following functions "Browse data", "Import BLOB
    from file", "Set field to NULL", "Copy as INSERT statements", "Copy as
    UPDATE statements", "Test Data Generator". This changes complete and
    replace the fix  115d80956cc78a0336bcbfc1aa921dfa7f26b43e to support
    more functions with dialect 1 database.
