Equalizer APO itself has no graphical interface yet, that's why the Documentation Wiki contains instructions how to use Room EQ Wizard to create configuration files for E-APO. As E-APO is no graphic equalizer but a parametric one, it's not as easy to configure.
For me it sounds like you actually want a graphic equalizer but your sound card driver does not provide one. Currently, there's no simple solution for that. I suggest a manual two step process:
1. Use a graphic equalizer inside an audio player to find an equalizer setting that suits your needs.
2. Use Room EQ Wizard to design a filter set that provides a frequency response that's close to the equalizer setting (which has the gain values that you set for the graphic equalizer at the corresponding frequencies and a smooth transition in between) and export that filter set as a text file you can load with E-APO (see the Documentation Wiki for how to do that).

my sound card is integrated on the MBord and i use it for 5.1 speakers, but the headset have built in "sound card" and they work on USB cable which is completely separated from my on MBoard sound card. whatever i do in SB X-Fi, does'n apply to the headset. so i thought i would need something more "fundamental", just like Equalizer APO, since the headset (Genius HS-03U) doesn't have drivers or any GUI.
i do use GUI in Vinamp or any other player which have it, but i can't use it for YouTube or...
btw, definitely i'm not the only one having this problem with an USB "headset".

The screenshot you refer to is from RoomEQWizard (that's why its filename is RoomEQWizard.png). You can absolutely use that to create your filters for Equalizer APO, it's just a separate application, not contained in the Equalizer APO installation. You can get it from http://www.hometheatershack.com/roomeq/ . The Documentation Wiki contains instructions on how to use it together with Equalizer APO.

Nice find, I didn't know about that program. It seems to be a system-wide solution like Equalizer APO, but uses a virtual sound card to implement that.

so i thought...

i just saw this http://www.youtube.com/watch?v=ial9y0ipNeU and i think that's not what i need.
i need something like this https://www.google.hr/search?q=windows+graphic+equalizer&source=lnms&tbm=isch&sa=X&ei=6TJwUsqFJMOe4wTr-YHgBg&ved=0CAcQ_AUoAQ&biw=1920&bih=942 - a stand alone "root/basic" equalizer (which presets apply to all output sound, especially to my USB HS), since win 7 doesn't have it at all. also, it would be nice if it have some filters.
so, can you plz help me to find an equalizer?
problem solved. i found perfect program for this purpose - DFX Sound Enhancer
Equalizer APO will stay on my PC for sound level override

yea, it's just standalone sound enhancer (equalizer) which manipulates all sound outputs (even USB).
