Reading a number of threads in the mailing list on the community portal, I 
see a number of folks have had this problem and it appears to be that the 
relevant Horde Pear modules aren't installed properly or at all.

I was finally able to get this last issue resolved after installing/upgrading 
the relevant Horde Pear modules.
