Zusammenfassung: #2223 - Booking Resources Resource-Administrator over Calendar with  not functional
If I have a Resource-Administrator for an specific Group of Resources it makes sense to disable the "book Resource direct" function of every user except the Resource-Administrator.

If I do so no user could book a Resource over the Calendar-Inviting Function in the 	participant tab and a Waring appears (see screenshot).
