DaveMail, OS X 10.5.6, iCal w/ time zone support enabled, Exchange 2003
Most new invites from other time zones show fine. This 5:30 PM GMT+2 shows up as 5:30 PST. Notification only includes "OK" in notification vs. accept/decline/maybe. See ICS details below:

The event content looks OK, can you check native handling (let iCal retrieve invites from Apple Mail) ?
Will turn on, however, I did try having resent several times. Always showed correctly in Outlook Web interface. Tried having resent / accepted via Outlook Web Access with DavMail closed and it retrieved the accepted meting in the wrong time zone.
Turning on native handling makes no difference. Still see seemingly normal out-of-zone events showing up without TZ conversion. In each case they show up correct in Outlook Web Access. Perhaps this is iCal?
It could be iCal, to check this, create an ics event with the exact content and import it in a local calendar
The directly imported ics event is also incorrect. This is iCal.
Ok, from there I would:
- set the TZ to GMT +0200 (Standard) / GMT +0300 (Daylight) in OWA
- create an event in OWA
- sync iCal
- compare Exchange generated ICS with the broken (at least from iCal point of view) event
