#417 Reduce Todo list view minimum width

The Todo list view has a minimum witdth that's quite large, so makes it less suitable to share a dock with other views that suit a narrow width, such as the Management view.

Suggestions: (but not limited to..!)

• Reduce the minimum width for the view. Already at the moment, the controls along the bottom of the view (Scope, User, Refresh, Types) are truncated with no way to access other than widening the view quite considerably, so this would not change things with a reduced minimum width.
• Shift the settings for the Todo list view into a tab, e.g. like the Management view Projects, Resources, Files, ... tabs - occupying the same or less vertical space (controls vs tab bar), and allowing the settings to be presented vertically in the pane so they are not truncated (so much) by not having a huge view width.
