perhaps the content is no longer there or the account has lapsed, or they no longer allow directory browses?
also, on http://cdrtfe.sourceforge.net/cdrtfe/install_en.html please help me understand about the win9x testing, I was sure I got 1.5.1 to work using the technique listed as "only for 1.3.9". perhaps something got confused? or I don't understand the problem. I had discovered that 1.3.9 doesn't work without that mod either (before I thought it did, but later found out I was wrong after another test).

This is now fixed. Since the Mode2CDMaker site doesn't seem to exist any longer, I have replaced this link with a link to the last saved version of this site on the Internet Archive Wayback Machine.
The section 'Information for older versions (up to cdrtfe 1.3.9)' on http://cdrtfe.sourceforge.net/cdrtfe/install_en.html has nothing to do with possible problems on Win9x. As you might remember, the zip archive of cdrtfe up to version 1.3.9 did not include the commandline tools and DLLs and this section just explains what to do in this case.
Only the section 'Using cdrtfe on Windows 9x/ME', which is by the way the same as the wiki page, is related to your Win9x problem.
And no, the installer cannot decide which is the right set of DLLs. Of course, the installer can detect, if it is running under Win98. But I have seen Win98 systems on which cygwin 1.5.25 worked but 1.5.14 did not. However, I have also seen the exact opposite. So it is impossible to say that a certain set of DLLs will always work on Win98.
So, if you want to use cdrtfe on Win98 you will have to try the standard installer, portable version or zip archive version. Either it will work, or not. If not, check if it is a cygwin related problem or an ASPI related problem and try the solutions from the wiki page.
BTW, it doesn't seem to be a good idea to use a OS which is out of support since 2006.
