Is BUTT able to send these triggers or is this a known issue?

I have run into an issue with a client using the Rivendell Automation system that is trying to send sub-audible triggers.
The tone is:
<duration-in-milliseconds>1200</duration-in-milliseconds>
<frequency-in-hertz>16</frequency-in-hertz>
And the stream is encoded at 128kbps 44100Hz Stereo.
