Unfortunately, this is a known fuzziness within the GPL (to be fixed in GPL v3), although there is clear sleeziness associated with someone exploiting it. But, if there is enough money at stake, there might be some wiggle room for the creators to hunt down the violators based on the strict restrictions of 'modification', 'copying', 'distributing', and what constitutes private use - probably enough that a lawyer would take the case on contingency if the original copyright holders didn't care if they got much from it. Certainly, anyone would _not_ be able to do this with the client side - you clearly have to redistribute binaries.
 
The creators might want to issue further modifications to the server part of the software under the Affero GPL http://www.affero.org/oagpl.html  license, and create a link in the software somewhere to download the sources - this forces people to require that the mod'd sources be available. While only the creators (holding the copyright) can relicense the original source and their changes to a more restrictive license, they cannot stop others from copying the existing version. However, they don't have to wait for a significant feature, they can just stop distributing the GPLd version, and distribute the equivelent Affero version, if making sure the software remains 'free' is part of their intent.

The GPL states, that you have to provide the source if you publish or 
distribute GPL licensed code. I doubt that running GPLed php code on a 
server counts as publishing or distributing, but I might be wrong.
