I'm not sure exactly what "creating a release" means in the GitHub sense, other than what it says in the GitHub documentation: https://help.github.com/articles/creating-releases/ It seems to just be a feature for linking and labelling specific tags, with an option to attach binaries. Currently, if you go to the "releases" page of our GitHub account ( https://github.com/audacity/audacity/releases) it says that Audacity 2.1.3 is the latest release, which is misleading.
