FWIW, I booted to Sierra and installed 2.1.2 and all the plugins appear normally. Specifically the Limiter is there contrary to what the Forum thread poster experienced. There is a new system update out so when I can get somewhere to grab the big update I'll see if that makes any difference. I didn't so a timer record.
