I'm not sure you can, hmmmm ...
Unlike Spectrogram view which has Preferences as well as per track settingsWaveform only appears to have per track settings that apply to that one trackonly - and thus it doesn't appear to be a setting that will propagate to other tracksor persist for those tracks in your next Audacity session.
In 2.1.1 (and earlier) in Preferences>Tracks the dropdown for Default view modeoffered several options including Waveform dB.
In 2.1.2 this has been reduced to just 2: Waveform and Spectrogram.
So the simple answer appears to be: you can't.
This would seem to be serious refgression as we know from a recent forum threadthat many users like to set Waveform (dB) as their preferred default.
