[Audacity-quality] Preview gives much stronger effect than apply for some VST effects

This was reported on the forum with Spitfish De-Esser given as a
specific example where it is particularly noticeable.

It is reported to also occur with "Antress Modern DeEsser".

The bug was reported for Audacity 2.1.1 (release) on Windows.
Can anyone confirm this bug?
