Because there is no playback any more. If you want the editing cursor 
to advance to the position where playback stopped, use SHIFT + A 
(Play/Stop and Set Cursor):

You asked the same question on the Forum. If you are asking for 
real-time preview of effects, so you can move the sliders and hear  
the result, Audacity doesn't have that yet for historical reasons
of how it was originally architected, but it may come eventually.  

You can always apply the effect and undo it, or change the 
Playback Preferences so that you can hear a longer effect preview:
