Because FFmpeg/libav is so "bleeding edge" it seems that users often want to use the latest possible version of it (even on Windows). While you can use the latest FFmpeg binary for export from Audacity using "(external program)" it seems this won't work consistently for importing unless the same FFmpeg version is used, hence another reason to try GStreamer. Incidentally GStreamer support in Audacity doesn't work yet on Windows for me, but I know Leland is on to it.
