[Audacity-translation] about ready for code/string freeze for 2.0.4

We're still a little fuzzy on who's going to do some of the tasks, but 
otherwise, I think we're about ready for code/string freeze for 2.0.4, 
as scheduled, in about an hour and 10 minutes.

I've just turned IS_ALPHA off.
