In the latter case, it is probably because the string in Audacity 2.0.4
(whichg is what the .pot file is for) is different to that in 2.0.3, so
of course the older binary won't use the translation.

If you download a nightly build of 2.0.4, you will find that this menu
item is now "Edit Metadata" which should translate OK:

I'm not sure about the rest off the top of my head, but I suspect this
will be the case.
