But we don't snap to the time track (I assume that you mean the 
horizontal ruler), we snap to things in the selection bar, like 
seconds or film frames, as well as features in the tracks.

Given that the ruler is just that, changing it's scale as you go along 
does not seem like a good idea.  (I'm guessing what a tempo map is 
however.)  Certainly the ruler code is not designed to do that and 
does not seem like a good place to start to me.

Since something like this is already in the Note Track stuff, then 
that would probably be a better place to start, as Roger said.
