[Audacity-manual] SC4 effect

I started work on the SC4 effect today - but now I need some serious help 
as I have no idea how this effect works and what the parameters control.

I also struggled trying to add an SC4 entry to the alphabetic "table" in
http://manual.audacityteam.org/man/Index_of_Effects,_Generators_and_Analyzers#Make_the_sound_louder_or_quieter
I gave up after a well-screwed-up attempt :-((
