MS FrontPage "hijacks" the HTML and rewrites it in its own format, which makes it impossible for anyone who doesn't have FrontPage to maintain. DreamWeaver writes much nicer, readable HTML, and won't completely screw up existing files. But to tell the truth, you shouldn't have to know any HTML at all to translate. Sometimes it's easier to just read through the HTML source and just translate words whenever you see them.
