[Audacity-translation] New test build, new web site!

A new Windows pre-release of Audacity 1.1 is ready!  This zip file includes
the compiled message catalogs for all three localizations.  It also solves
some of the earlier crashing problems, though it is still unstable.

This will allow you to test the strings in the latest po files.  Some messages
are not in the translation catalogs yet, because we are not finished working
on those parts of the user interface (for example Ogg exporting).

In other news, the developers are working on a new design for the Audacity web
site.  We are planning to offer the new web site in multiple languages.  I
will let you know when we're ready for volunteers to translate the web pages.
