[Audacity-translation] French Translation

Hi,

My name is David. I'm a student at the University of Waterloo (in
Canada) studying in programming. I'm only in first year so I don't have
enough experience to contribute to the program in that way, but I am
perfectly bilingual (I grew up in an english family in Quebec, where
the primary language is french).

Therefore, I was wanting to help with translating the program in french.

Let me know if anyone else is interested in translating to french and
hopefully we can work together to make this work.
