I think we should accept that 1.3.13 will not be a candidate for 2.0 stable.

Is 1st March a good target date for releasing a new beta?  I'm expecting 
we'd call it 1.3.13 beta even though we have had a release called 1.3.13 
alpha for a while.


Secondly, can we swap the order of the 1.3 and 1.2 downloads both on the 
home page and on the download page so that 1.3.x comes first?  Without 
changing any wording this might encourage more people who are on the 
fence to go for the 1.3 series, and so result in fewer 1.2 related issue 
reports.
