I think the best solution is to copy the files verbatim into
src/include/, with a note where you got them from and thus what license
they come under (which isn't GPL, see lib-src/expat/copying.txt). That
way we are insulated from library changes and don't depend on the
lib-src copy of expat (which isn't included in minimal source tarballs,
so your change would have broken builds from them), but it's easy to
replace/update them should it ever become necessary.
