[Audacity-devel] sbsms time stretching commit

I commited changes to add the sbsms time stretching effect.  Note that I
changed audacity.sln, Audacity.vcproj, and configure/configure.in.  It works
on macosx, but I noticed in testing in msvc that I forgot to add a pragma
lib "sbsms" to AudacityApp.cpp.  Unfortunately, for some reason I'm getting
"Connection refused" from sourceforge right now.  If anybody has issues,
just add

#  if defined(USE_SBSMS)
#     pragma comment(lib, "sbsms")
#  endif

to AudacityApp.cpp and it should work.  Go ahead and commit the changes if
possible.  Sorry about the hiccup.
