Yes, I remember that Audacity still has problems with some chars in file names. IIRC this was fixed for some special chars, like German umlauts a while ago, but a general solution isn't there. As for the question mark ('?') in file names, this, as well as the asterisk ('*') is used as a wild card in about any operating system. There are certainly loop holes to create files with such names, but this will create problems with many programs, not only Audacity. IMHO this is the fault of the OS allowing to create such a file in the first place or, depending on your view the fault of the program that allowed the user to type in this name and not show an error message.
