There may be problems at  the cvs server too.  I have not been able to do an update of HEAD neither yesterday nor this morning.  Gets the error:

cvs update -P (in directory ...\audacity\)
cvs update: warning: unrecognized response `The system cannot find the path specified.
' from cvs server
cvs [update aborted]: end of file from server (consult above messages if any)
