Storing only the changes keeps things working better when you upgrade your version of Audacity. You can export or import XML files now, but only manually. If > so, where ? The defaults are stored directly in the source code, and they may change between versions. Because only changes you've made are stored in the Preferences, that allows you to upgrade Audacity without affecting your own personal keyboard shortcuts. The only time it will be an issue is if one of your keys becomes a default key later.
