I'm also a firm believer in cutting costs. With a free software project, it seems like the ideal way to go is to generate the graphics and design of the shirt within the community and then only pay for production, which as Dominic pointed out, pays for itself. It makes the shirt more genuine for the users, as well as expressing the personality and character of the community, rather than some paid-for graphic artist.
