[Audacity-devel] Checked in several new h:mm:ss:ff selection formats

Just checked in a new TrackPanel.cpp with several new
display selection formats.  The added ones are:

film h:mm:ss:ff 24 fps
PAL h:mm:ss:ff 25 fps
NTSC drop-frame h:mm:ss:ff
NTSC non-drop-frame h:mm:ss:ff

No new system functions were used, so it should be relatively
cross-platform friendly.
