[Audacity-devel] Removing wxWindows 2.2.9 compatibility code

Since wxWindows 2.4 has been released, I think that we should remove the wxWindows 2.2.9
compatibility code. As far as I know this includes: work around for HasCapture, work around for
wxGetDiskSpace, and a few other things.
