Resizing resizes 'wrong' part of window

When resizing vertically the plugin manager's 'Install
Plugins' page, the 'Plugin info' pane resizes the wrong
way around. The info (name, author...) gets all the
extra space, and the description TextPane stays the
same size. The bug is really visible when the
description TextPane has more text than it's viewable
area can show and scrollbar appears.
